REQUEST FOR PROPOSALS
Roof Replacement for Lotus School for Excellence

The Lotus School of Excellence is seeking proposals for roof
replacement construction services for the Lotus School of Excellence’s
school facility located at 11001 East Alameda Avenue in Aurora,
Colorado 80012. The scope of work includes: 1) removal and disposal
of portions of the existing roof system; 2) replacement of the removed
portions of the existing roof system with new roofing materials; 3)
installation of building cladding at roof steeple; and 4) powerwashing
and grout repair for brick cladding at roof steeple.

The Pre-Bid walkthrough is scheduled for May 8, 2014 at 10:00 am. The
Bid Period opens May 9, 2014 at 8:00 a.m. MST. Proposals will be
accepted until May 19, 2014 at 5:00 p.m. MST. Extensions of time to
submit proposals will not be granted. Proposals must be delivered to

1. PROPOSAL INTENT

The Lotus School for Excellence intends to enter into one contract for the removal and
replacement of roofing materials and related construction services. The services will be provided
at Lotus School of Excellence’s building located at 11001 East Alameda Avenue in Aurora,
Colorado 80012. Lotus School of Excellence intends to award a contract by June 1, 2014, with work
beginning approximately June 16, 2014. Work must be completed by July 16, 2014. Maintaining the
schedule is of vital importance due to the school calendar and the potential disruption presented by
roofing work being performed while classes are in session.

2. PROJECT INFORMATION

The Lotus School for Excellence was audited in 2012 as part of the BEST grant process. Several
portions of the roofing system at the Lotus School for Excellence were found to be deficient. To
remedy the deficient roofing system, Rooftech Consultants, Inc. has performed roofing design
services and will be administering the Project. A contract will be provided by Rooftech
Consultants, Inc. The contract shall be a lump sum contract. The roof was divided into ten
separate areas, referred to as decks, based upon roofing types and elevation changes. The
attached drawing illustrates which decks are included in the roofing repairs. As shown on this
drawing, the following areas will be included in the scope of work: a portion of Deck 1; a portion
of Deck 2; Deck 3; Deck 5; Deck 6; Deck 8; and Deck 10.

The existing roof system at Deck 1 is a low slope roof comprised of a metal deck, 2” EPS
beadboard insulation, ½” wood fiber insulation board, and 60 mil adhered EPDM membrane.
The existing roof system at Decks 2 and 3 are low slope roofs are comprised of a wood deck, ½”
wood fiber insulation board, and 60 mil adhered EPDM membrane. The existing roof system to
be replaced at Decks 5, 6, and 8 are sloped roof areas comprised of wood deck, underlayment
felt, and asphalt shingles. Decks 5 and 6 have EPDM membrane applied at the valleys. At this
time, the metal roof decking is intact and will not need replacement or repair. Portions of the
wood decking will require repair.

There are several areas on the roof that contain photovoltaic panels. Some panels are located in
areas that fall under the scope of the roof repairs. The Lotus School for Excellence will contract
with Perfect Energy, Inc. for the removal of the photovoltaic panels prior to the commencement
of the roofing repairs, and will reinstall the photovoltaic panels upon the completion of the
roofing repairs.

3. SCOPE OF WORK

The contractor will provide construction services to include the following work and materials as
specified in the Project Manual: 3

a. Insulation board, wood fiber insulation board, and EPDM membrane on the area not
cross-hatched on the attached drawing for Deck 1 shall be removed and replaced with
new insulation board and EPDM membrane. The new roofing shall match the
surrounding EPDM roofing left in place. The repair for the openings at Deck 1 are not
included in this scope and shall be repaired by a separate contractor prior to the
commencement of work under this scope.
b. Shingle roofing and underlayment on Decks 5, 6, and 8 shall be removed and replaced
with new underlayment and shingle roofing system.
c. The fiberglass and wood decking covered in emulsified asphalt in the interior trough of
the roof steeple at Deck 10 shall be removed and replaced with an EPDM membrane.
The northwest facing brick veneer wall shall be powerwashed to remove all
efflorescence. The brick veneer mortar joints shall be removed to a depth of ¾” and shall
be tuckpointed.
d. Wood fiber insulation board and EPDM membrane on the area not cross-hatched on the
attached drawing for Deck 2 shall be removed and replaced with new insulation board
and EPDM membrane. The new roofing shall match the surrounding EPDM roofing left
in place. The new roofing shall integrate with the HVAC curbs.
e. Wood fiber insulation board and EPDM membrane for Deck 3 shall be removed and
replaced with new insulation board and EPDM membrane. The new roofing shall match
the surrounding EPDM roofing left in place. The new roofing shall integrate with the
HVAC curbs.
f. New heat trace cables shall be installed at the gutters and downspouts located at the
juncture of Deck 7 and 8.
g. Conduit and gas pipes shall remain undisturbed to the extent possible.
h. All pipe penetrations in the repaired roof areas shall be fitted with new EPDM flashing
boots set in roof cement.
i. The flashings at the four pipe penetrations located in Deck 2 near Deck 6, as clouded on
the attached drawing, shall be reset using roof cement.
j. The flashings at the four pipe penetrations located at Deck 2 near Deck 5, as clouded on
the attached drawing, shall be reset using roof cement.
k. The square footages are as follows:

4. PROPOSAL FORMAT AND CONTENT

Contractors shall submit their bids in 8-1/2” x 11” hard copy or .pdf format, not to exceed 20 pages. If
hard copies are submitted, Contractors shall provide five (5) copies. If the Contractor intends to use a
subcontractor, please provide the following information for each subcontractor in addition to the
Contractor’s information. Contractors shall include the following information in their proposal
in this sequence:

A. Introduction
A statement indicating the intent to enter into a contract for the scope of services
provided in this Request for Proposals.

B. Qualifications
Provide the following information for three previous projects which were comparable in
scope to this Project: 1) name of project; 2) owner of project; 3) contact information for
owner of project; 4) square footage of project; 5) scope of roofing work performed; 6)
type of roofing system installed; 7) contract price for scope of work; and 8) budget
restrictions (such as lump sum not to exceed, pay application conditions).

C. References
Provide up to three additional references the Contractor deems beneficial to assist the
Lotus School for Excellence in evaluating the Contractor.

D. Schedule
Provide a schedule detailing specific milestones and crew sizes for construction
beginning June 16, 2014, and completing on or before July 16, 2014. Schedule items
should include, but are not limited to: 1) demolition work completion; 2) completion 5

dates for each Deck area specified in the scope above; 3) substantial completion of work;
and 4) clean up and punch list completion.

E. Cost
Provide a proposed lump sum contract price with line items for material costs. The
contract price shall include all labor and materials, contractor overhead, contractor profit,
and 10% contingency. Provide labor rates, as changes in the work shall be paid on a
labor and materials basis, but shall not be included in the lump sum contract price.

F. Insurance Information
Provide insurance information for all policies which provide coverage to the Contractor.
This information shall include, but is not limited to, the underwriter for the policy, the
kind of coverage, and the limits for each type of coverage contained in the policy.

5. INSURANCE

The Contractor shall be required to maintain the following insurance coverage throughout the
term of the contract and provide evidence of such coverage:

A. General liability insurance in the minimum amount of $1,000,000 for each occurrence.
The Lotus School for Excellence and Rooftech Consultants, Inc. shall be named as
additional insured’s in a separate endorsement to the policy. The endorsement shall
require the insurance company to provide the Lotus School for Excellence and Rooftech
Consultants, Inc. with a minimum of thirty (30) days notice of the cancellation of the
policy.

B. Worker’s Compensation Insurance and Employer’s Liability Insurance on any employees
or consultants performing services under this Request for Proposal.

Each and every subcontractor or consultant retained by the Contractor shall be required to
comply with the insurance requirements provided in this Request for Proposal.

6. OBLIGATION TO CONTRACT & REQUEST FOR PROPOSAL RESPONSE SUBJECT TO
NEGOTIATION

The submission of a Bid Proposal by a Contractor shall be deemed to be an offer that will be
held open for a period of forty-five (45) days. However, the submission of a Bid Proposal does
not commit the Lotus School for Excellence to contract with the Contractor. All Bid Proposals
received by the Lotus School for Excellence shall be subject to negotiation.

7. EVALUATION OF BID PROPOSALS

Bid Proposals submitted by all Contractor shall be evaluated based upon the following priority:
Cost
Schedule
Qualifications/References (with particular consideration of similar project experience)
Insurance Requirements
